I’m very happy that Jan Glatter and Michael Miessner have put together an edited book on gentrification and displacement (in German), which aims to provide an overview of current debates on these issues in the German-speaking context (find the book here). I had the pleasure to contribute a chapter on Vienna’s housing policy. I’ve used it to question whether the city’s policy approach is really as effective a barrier against gentrification and displacement as it is often argued. To do so, I take a critical look at three policy instruments. My overall conclusion is that it is not as simple as often said and the city has not been as successful in preventing displacement, with several legal loopholes currently present that landlords exploit.
